[Titanscape (OP)]

I saw a girl on the tarin with swollen eyes and she was seemingly quite high. She looked like a derelict, bare foot and dirty and smelly.

Being a student in welfare, I felt I had the right to ask her if she needed or wanted any help, welfare, but she didn't. "Not right now thanks."

Why not do you think?  When might she? She looked about 17 or 19 years old.
