If ghosts were actually real, would we be debating their existence?

Considering that approximately 100.8 billion people have died here on Earth, ghosts should be everywhere. I've been close to quite a few people in the 40 years of my existence that are no longer among the breathers, and yet not one has ever visited me. Whenever a photo of an alleged spirit surfaces, it's always something grainy and can be debated. It is said that ghosts are here to finish a job or correct a wrong before their "transition", yet none of them are doing things really important like freeing the millions of political prisoners in reeducation and political forced labor camps throughout the world or overthrowing dictators that are starving and killing their people.

That would very much depend on what ghosts were and their fundamental nature. They need not be the spirits of the dead (or if so, that doesn't mean that everyone who dies becomes a ghost).
