Are the days getting longer or shorter?

With the discussion of Leap Seconds...  I started some browsing.

Looking at the chart, however, it appears as if the days have become about 2 ms SHORTER since 1970.  And, in fact, about 2 leap seconds were added in 1972, and 1 leap second a year for the next 7 years.

However, there have only been 3 leap seconds added since 1999 (including the one scheduled for June this year).

So...
Over the last 30 years, the days seem to be getting shorter, and the Earth seems to be spinning faster. 

Why?
