Only if you accept the convention that the northern hemisphere should be uppermost.

On a similar point, assuming there is a god who permiates all space and time, 'under god' would be correct, but 'engulfed by god' or 'swallowed by god' would be more accurate.

Or if pollution continues, it may be 'one nation, under smog'
