The anomalous gradation of tone in the green box suggests it's a photo-montage.

(If it is a real animal I wouldn't like to meet it on a dark night: the teeth are of a carnivore).

It does look like a dog with the upper half of a turtle's head grafted onto it.  The fingers/toes look a bit long though.  There's some very clear photoshoppery going on too - that green square needs to be a little wider.

It's actually a raccoon. It had been decaying in the water of the lake. The flesh of the ends of the face and limbs deteriorate first, apparently, exposing the bone. The body bloats, and the fur falls out.
