Is it true taht if two persons having different height are watching the same rainbow then it is not the same but created by different water particles?

Yes, that is true. Although it does not have to be because of a height difference. Because the rain drops are in motion, and two peoples eyes can not occupy the same space (in time?)they will both see a different rainbow.
