Yes, it could be Tubifex or Bloodworm (also known as Blackworm) (Lumbriculus variegatus), but I'm not sure if these form colonies or clumps in the way Tubifex does.

Tubifex are extremely good little natural sewage processors and make very good fish food into the bargain.
