How can goosebumps happen when it is not cold?

How can goosebumps happen when it is not cold?

kevin asked the Naked Scientists:
   
Dear naked scientists,

I can give myself goosebumps at will at anytime.  I have heard it may have something to do with the sympathetic nervous system but am not really sure.  Whilst I know why we get goose bumps when it's cold I do not know why it happens when it is not cold.
