What a long post! At first glance they seem a paraphrasing of Machiavelli's "The Prince".
I don't agree BC 3 and 5 works well together. 'Smoke and illusion', Reputation is your mirror outwards. And that goes eminently well with keeping people in the dark towards your intentions. Politicians, ambassadors have it down to a 'science'. Or as an American professor told us once, so long ago. "As long as you come to church on Sundays people won't give a ** what you're doing the other days.". Four and six will also work, but I'm guessing that the idea behind those 'laws' is not so much to use them all simultaneously as to adapt them to the individual situation. But I don't know really, I just surmise that for a normal person to remembering and using them all simultaneously would make them real, ah, scary?
