Can building a dam change weather patterns?

Most of the water that we use comes from reservoirs.  These artificial lakes are often created by damming a river then simply tapping the water off.  Simple as this sounds though, there are environmental consequences, including an effect on the local weather...

We can say that river and stream flow, RIVER AND STREAM LEVELS CONTINUED THE RECESSION TREND BEGUN. HOWEVER THE DRY WEATHER OVER THE PAST TWO WEEKS HAS DECREASED THE POTENTIAL FOR FLOODING SOMEWHAT. THIS HAS REDUCED THE FLOOD POTENTIAL SOMEWHAT ACROSS THE AREA TO THE NORMAL TO SLIGHTLY ABOVE NORMAL RANGE THROUGH THE REST OF MARCH.
