So the HAARP facility in Alaska is capable of transmitting 3.6 million watts of radio frequency power, and is used to heat up portions of the ionosphere to study the ionosphere.  From what I have read, by changing the frequency we can heat up whichever layer of the atmosphere we want. 

One of the reasons Los Angeles, CA has such terrible smog is because of the temperature inversion cap created when warm ocean air rolls over the cooler land air.  The warmer air on top of the cooler air cause convection to cease, and smog is trapped.  This inversion cap is broken as the air hits the mountain range and often results in severe thunderstorms when all the convection energy is finally released.

What if we used the HAARP array to heat up the troposphere under the inversion cap in order to break the cap and allow convection to resume? 

Could that be used as a way to release the pollution trapped as smog over places like L.A.?

Could similar arrays be used to heat up specific parts of a hurricane wall thereby causing the hurricane to break apart and die out? 

Could we "seed" a storm with a conductive material which would allow the high frequency radio waves to be far more efficient at heating precise sections of the atmosphere?

On the flip side, and purely hypothetically; could similar arrays be used to heat up the eye of a hurricane or cyclone thereby greatly increasing the intensity of said storm? (Not that any government would do that, since "weather weapons" were made illegal by the U.N. in 1978)

Hmm... temperature inversions, like those that occur at L.A. are usually in the bottom couple of thousand feet, so to heat this layer up you'd need to beam the energy more or less sideways rather than upwards, essentially microwaving the city rather than the air.  I'd also suggest that the best way to deal with the pollution is to stop generating it, rather than put effort into dispersing it.  Hurricanes gain their strength and energy from heat, so heating one up (at any region within the hurricane, and not just at the 'eye) would seem to be more likely to intensify it, rather than break it up.  Also, in the context of hurricanes, 3.6 MW isn't really a lot of power: large storm systems have far more energy that that.

What about "seeding" the storm to increase the effectiveness of the microwaves, like when you put metal in a microwave and you get sparking.... couldn't that significantly magnify the effectiveness of a system like HAARP amplifying the magnitude of an existing storm?

And as we already are about and working, why not invent something new?
A real weather gun, like global you know, that will change the weather just by us pointing it and threatening?
