Hmm... temperature inversions, like those that occur at L.A. are usually in the bottom couple of thousand feet, so to heat this layer up you'd need to beam the energy more or less sideways rather than upwards, essentially microwaving the city rather than the air. I'd also suggest that the best way to deal with the pollution is to stop generating it, rather than put effort into dispersing it. Hurricanes gain their strength and energy from heat, so heating one up (at any region within the hurricane, and not just at the 'eye) would seem to be more likely to intensify it, rather than break it up. Also, in the context of hurricanes, 3.6 MW isn't really a lot of power: large storm systems have far more energy that that.
