Transplanting coral fragments broken off by storms could be a simple, cheap, and effective way of restoring small areas of damaged reef...

other ways of restoring reefs are:

sink ships which create manmade reefs. not too nice looking but it does the job.

stop dumping so much cra... i mean rubbish/chemicals into the water.
