Can the moon cause freak weather effects on Earth?

Can the moon cause freak weather effects on Earth?

The Moon will pass closer to the Earth than it has in almost a decade next week and it is believed by some that the 'supermoon' could cause havoc with the world's weather cause earth quakes and tsunami, though most scientists don't think so,  my question is what is the measured gravitational force of the moon on the earth and how much closer would the moon need to be to cause the world problems?
