So, is there a threshold for stopping motion with motion?
That is, can you reach a place without motion?

Depends on how you view HUP, doesn't it?

Depends on how you view HUP, doesn't it?

No you cannot reach a place without motion.  The paper's preprint here clearly states the the laser cooling of this and other experiments reduces oscillations till only the qm ground state remains

The important advance that this paper describes is that the team have managed to get the beam into ground state with a background temperature that is much higher than previously managed (~20 K) which might allow these devices to be used in a non-experimental/commercial setting
