No you cannot reach a place without motion.  The paper's preprint here clearly states the the laser cooling of this and other experiments reduces oscillations till only the qm ground state remains

Recently, in experiments performed at temperatures of a few hundredths of a Kelvin, engineered nanomechanical
resonators coupled to electrical circuits have been measured to be oscillating quietly in their quantum ground state

The important advance that this paper describes is that the team have managed to get the beam into ground state with a background temperature that is much higher than previously managed (~20 K) which might allow these devices to be used in a non-experimental/commercial setting
