method depends on your application ...
https://en.wikipedia.org/wiki/DC-DC_conversion

[ but whatever method you use
you can't generate more power
from your source ]

I feel the same disappointments now that the fount of all knowledge "Wiki" is available as I once did when chips to do everything started to become available fifty years ago.
At one time one could display ones skill developing a circuit to say do an analogue to digital conversion but now all you must do is select a suitable "chip" from the catalogue that will do a better and cheaper job.
I was preparing to air my knowledge on DC to DC converters but I read the excellent Wiki article, learnt much and withdrew my fingers from the keyboard.

Strictly speaking you can get more power than your source will normally supply, you can get kilowatts from a flashlight battery for a few micro seconds what you can't do is get more energy.

It's true that there is a lot of information on Wikipedia, and more thought has gone into it's presentation than a short answer on a blog - but it helps to have a rough idea of the answer, so you can search for relevant terms.
If that fails, Google is actually quite good at answering questions written in plain English...
