Weeell, those runnels could just be splash-back from the flush, which judging from the small flow at the back, might have just finished.

The shape of the lip is a bit odd for a urinal though - it seems to curve in just a little, which doesn't seem to be a good idea for a urinal.

Industrial, I'm not sure what you mean by that. Nothing special or fancy (okay, a bit fancy), I saw it in Switzerland and thought it was quite cool! Yes, water does go in it.

Is it a sink that also doubles as a hand-drier? You said that it's more than just a sink, so perhaps it has multiple uses....I take it that it's normally found in a Gent's toilet? Or am I peeing up the wrong wall?

Multiple use, yes. But as a sink, it isn't its main usage. It has a very very important use.
