Can you Guess What This Picture Is?

So:

It's metal
It appears to rotate about the 2 mid-points
There is what appears to be some sort of handle on the right
It is set into concrete
It is about window sized (c. 1m X 60cm)
It generally remains vertical

Does it collect anything, or prevent anything from going through?

Maybe they're not handles. They could be liquid overflow outlets.

This sounds like it is actually the name of a small village in the Cotswolds. Near Upper Slaughter.

Yup, could be. I'm curious about the 2 horizontal lines in the middle of the "tray" that look asthough they could be reinforcements between the outlets/handles.

Upper Slaughter is a beautiful little village.

The next village to where I lived in Suffolk was called Nedging with Naughton. I thought that sounded a TV program about an East Anglian pastime, similar to "Fishing with Wilson".

It is not set into concrete.
It is larger than a window, or two windows.
Vertical, well, not usually...
It'll rotate a bit but not around the middle section.
