I'm quite puzzled why this has got publicity now.  I first saw details of this technology including pictures of the kit more than six years ago in an open access military equipment magazine.  I guess that some people other than the US look likely to be making one. So the US manufacturers want to corner the market before its too late and are doing a bit of hard selling.
