I believe so. After all there is a mass associated with the energy in the field of a charged particle. But consider what the EM field of a charged particle moving at the speed of light would be like.

In the standard model charge is not treated in the same way as mass. Hence the need for the Higgs mechanism. I need to do some more reading.
