recycling dog poo

Recently (probably after the influence of blue planet II) I stared to worry about the environmental impact of our dogs poo – mainly the cheap bags we use to pick it up. Browsing the internet I was confused by various claims about biodegradable or not- biodegradable poo bags. My city council (Cambridge) recommend binning the poo in a bag in black bins. Will the use of a biodegradable poo bag have any impact if it is disposed in the black bins and removed to a landfill? Is there an affordable way to reduce the impact of dog waste on the environment? (I am aware of the high impact of owning a dog, we have rescue dogs).

I find the suggestion that dog sh1t should be dumped into anyone's black bin in a bio-degradable bag rather offensive  it would make the bin stink as the bag degrades.
Dog sh1t is the result of the consumption of slaughter house waste and feeding it to dogs is probably the best way to dispose of it but at least let the by-product be put into reasonably long lived bags so that it does not mess up the bins
May I suggest a tax on the ownership of dogs there used to be a 10 shilling (£50 current money) one when I was a boy

Did you not notice that it stinks anyway?
I'm fairly sure the dog license in the UK was ten shillings- £0.50 in today's money.

Google tells  me it was £0.37
