Soldering of circuit boards is typically done by reflow soldering:
https://en.wikipedia.org/wiki/Reflow_soldering

The many tiny components on today's circuit boards are precisely placed on the circuit-board pads by robots.

The solder mask is a layer of epoxy which prevents the solder from joining together unwanted component pins and tracks.
It is designed as part of the printed circuit board layout.
See: https://en.wikipedia.org/wiki/Solder_mask

Once I specified on a circuit board layout where I did not want a solder mask on particular terminals, as I wanted any static electrical discharges to spark over at the circuit board terminals, rather than have any surges destroy components further into the circuit board. I recall that it was difficult to explain this unusual request to the circuit board layout designer.
