I think chlorine absorb all the germs form the water easily and clean the water.

Chlorine is a powerful oxidising agent.

It attacks the outer coat of the germs, killing them (if the concentration of chlorine is right).
So the germs are still present (not absorbed by the chlorine), but they are dead.

Most of the chlorine will escape from the water if they spray it, or let it stand exposed to the air.
