During winter, my feet and my toes become icy cold even when my armpits are sweating. What may be causing such an imbalance?

Toes are peripheral circulation, and in cold weather, your body reduces peripheral bloodflow to reduce heat loss.
Your armpits are closer to core organs like heart and lungs, and have a better blood supply. Although bloodflow may reduce slightly in cold weather, your armpits will still have a better blood supply than your toes.
