Why is there a problem testing for the virus quickly?

I keep reading and hearing that there is a problem to testing everyone for the corona virus quickly. Why is this?

Pure logistics.
How many test kits can you manufacture each day and get to the frontline, how many trained testers do you have, and considering they are health workers would they be better used on other tasks, how quickly can you recruit and train new testers. Etc
