a) No, fever is a positive part of the immune response.
b) Yes, the fever specifically helps the immune response against the vector (adinovirus) but we want the adinovirus to do its thing.

How do you define fever?
Redness or heat at the site of inocculation is inoccuous - a natural inflammation response to a foreign antigen. It's not going to do any real damage to your arm muscle.
However, a
significant
increase in
core
body temperature should be treated, so it doesn't cause problems with other organs.
