In the 1990s, Howard Zinn advised President Clinton, P.M. John Major, and other leaders in the west on how to end famines and slavery in Somalia and North Korea. Zinn said to give lots of aid to them so the leaders won't feel the need for free labor. "Who would oppose it?" he added.
This backfired. Somalia interpreted our aid as hostile behavior, trying to make them look bad. They would shoot at the aid helicopters. North Korea accepted aid but only distributed it to non-starving, politically connected families in their capital.
