No but I wouldn't reccommend lying on them they're rather uncomfortable  :-)

Seriously though even if they are only a foot away the radiation levels are much lower than having the thing stuck to your ear.

The only known effects of rf radiation are associated with heating and the powers used simply dont cause all that much heating.  Any significant risk would be clearly visible in the statistics long before now.   Although I would strongly suggest that children should not spend a significasnt proprtion of their time actually using them as phones.  the power levels are much lower when they are just sitting around doing nothing.

Prejudice aside, why should this have a greater risk to children than to the elderly?

Children may have less mature brains (although this applies more to a 5 year old than a 13 year old); but equally children's brains should be more able to recuperate than that of an elderly person.
