Do yo know any app for Android (or mobile-friendly web), which can edit photos, and if possible, be similiar to GIMP?
Another thing is that it should be free. Main feature I want is photo merging.

Polarr is quite powerful, but it requires a subscription to get the most from it. I do enjoy VSCO, and I pay for the yearly subscription. Snapseed, as already mentioned, is my favorite free option (because you can edit DNGs).
drawing tablet are good for photo editing, I have XP-Pen Deco Pro Android Drawing Tablet( xp-pen.com/product/432.html ) and I don't need anything better. it supports connection with Android tablets and mobile phones. I
