1) Neurotransmitter synthetic pathways are not transcribed in axons; they are transcribed in the nucleus which is within the cell body, which is not myelinated anyway.

2) Not all nerve cells are myelinated but they make neurotransmitters just fine (e.g. low calibre "C" fibres, which convey pain); while associated with supporting Schwann cells in the periphery, the are unmyelinated.
