Irrespective of my Personal Mass or Personal Momentum, my own Personal Time Never ticks faster or slower.
My Clock's pace remains Constant.

to go back in time would mean the future has already happened to go forward in time would mean the same as we could return to the present. If any of this is achieved we would have had contact with the ones that can.

Oh, I can't fool U, Halc. I was talking about just our Universe, of course, and all I'm saying is
there is only one copy/instance of it, at a time, and it can be in only one state, at a time.

Not conventionally like a H.G Wells time machine but in practicality we could travel to another planet in the future that was more advanced or less advanced than our own planet . Effectively travelling back to a relative past or relative  future .

You do travel in time, but it's only one way. Introducing frames of reference you can call something in the vicinity of a black hole as being 'slowed down' by your perspective and clock, but you won't pass that into something getting into 'negative time', aka going backwards. The best you can do is to define it as having no time existing for its process, as defined by you.
