Bob Galli asked the Naked Scientists:
Just found David Ansell's article on a Kelvin water drop generator - I first saw this and made one for a Highschool physics project in '60 or '61 - it was in the Scientific American Amateur Scientist column and worked quite well. One pigtail from a very small neon bulb was soldered to one 'leg' and the other pigtail a slight gap from the other - resulting in pulsing flashes!!

Quite an interesting device.
Keep in mind that Volts and Amps are often independent. So, a device capable of generating high voltage may generate low amperage, and thus low wattage.
