I think you need to explain a little more about what you are interested in.

Many doctoral students are quite busy, and work long hours...  perhaps limiting the time available to surf the web.  Questions covered in many doctoral dissertations are more in depth than would typically be discussed on websites like TNS, although perhaps one could get some interesting insights. 

However, one aspect of many doctoral programs is teaching.  I would think that online Q&A may help with both teaching and writing, although perhaps not the level of writing as one would find in published research papers.
