Do rhinos "pair-up"?  Or do they allow males to mate with multiple females?  Perhaps then it is reasonable to select certain males to be removed from the herd.

What about a "tranquilizer permit"?  Tranquilize the more aggressive males.  Take their horns for whatever use desired, and see if they would be less of a danger to the herd without the horns. 

Of course, the best thing to do would be to educate people not to buy rhino horn or elephant tusk products.
