A person is only a liar if they believe nuclear war is near, but tells you it is not. If they truly believe it is not near, then they are only mistaken, not lying. This is basic English.
By the way, your sentence construction “no nuclear war is not near,” is poor English; I assume you mean “If a person tells you that nuclear war is not near, then he is a liar.”

No one is bypassing anything, there has been a lot of discussion here on the topic. However, nothing said here will have any effect on decisions made by Russia, US, or any other nation.

I think if they still decide to use nuclear weapons, they will sign their country's death warrant. it is unlikely that Putin will go for it. only words to emphasize his sense of importance.
