There is a book, don't remember its name, describing how USA used to to listen in, eavesdropping, on those cables, using submarines.

I'll give you this instead :)

All do the same, with the resources they have of course, also depending on how democratic they find themselves to be.

USA may have the problem of a 'free press' and Internet, but it's also a golden opportunity for all kinds of surveillance

You could call it a handbook in 176 ways for how to build distrust, well, once found out.
If it wasn't for the fact that all superpowers (and governments) try to do the same.

USA is just number one.

I'm not sure how they succeeded, if they did? It depends on a lot of things, like the 'cloud' you use, where you store a website and how (where) you store the information it contains etc. That is as long as you have a Internet, replacing it for a intranet with 'portals' possibly might be easier. And nobody noticed it?

It builds on distrust, all of it.

And of course on how fragile your own position may be internally, it combines. 'Kill switches' is one thing, cutting all traffic externally taking the consequences, the less developed your country is the less effects from it. But that wasn't how I read it, and considering that nobody noticed it, with more than 300 companies apparently having purchased and using connectivity from outside the country you shouldn't, not without a really serious reason.

You can split solutions in 'low tech' and 'hi tech', you can also split them in 'low cost' and 'high cost'. The solutions I prefer are low tech, the same tech more or less that took us to this point. But you also need hi tech, the Internet, molten salt reactors. And the Internet needs to be free. If by some magic all Chinese had the same opportunities as us when it come to the international version of Internet, it wouldn't matter how they looked at it. As a place of imagination or as real as real life. It would have a place for them no matter how they looked at it. The same can not be said for our Internet migrating to the Chinese version.

We have this type of 'passive surveillance'. Not the Chinese model but just as effective if it needs to be. The one building on collecting and storing all digital information for infinity. And as the storage gets more compact and cheaper the more hi tech we become it's no big deal collecting this data. You can then map a person, his relations, his online and also offline behavior, his friends and associates. And use it.

All nations have a responsibility. Even those without our 'living standards'. There is no use looking to the' American dream' any longer, feeling slighted by not having the same outcome as f.ex USA.
