All Super Powers are modernizing their nuclear capability today, spending trillions on it, but do you see them build any bunkers? So they are preparing for a all out nuclear war, without giving you the opportunity of hiding from its effects. And considering modern electronics and communications and their vulnerability a 'first strike' is becoming more and more important for them all.   Retaliating is losing time.
